You can lose frames (compress time) and ppl generally won't notice - but if time is repeated, ppl will notice because the edit will jar. So it's something that can be used sparingly for sure, so long as it is intentional. Intential expansion of time usually involves more than 3 frames, whereas a bad jarring cut will be noticable with 3 frames, sometimes less. 3 frames because the bad cut was probably unintential.
